HP Office Jet Pro 8600. Printer said cyan ink was empty and would not print. I purchased new 951 genuine cartridges and replaced cyan. It then said that all cartridges were empty, so I installed the other two color cartridges. It still claimed them to be empty. I swapped out again to test, to no avail. I Reset printer to the default settings, unplugged printer and held start button in for 30 seconds, but it made no difference. Not sure what else can be done. Have replaced them before without issues.
How do I reset the cartridges when installing new one's?

@Dale101, Welcome to HP Support Community!
This could be an issue with the ink cartridge or the printer itself. In order to isolate the issue, I would suggest you perform the steps from the document Ink Cartridge Errors.
If it is identified as a cartridge issue, contact HP Support in your region for replacement.
Hope this helps! Keep me posted.

Thank you for your reply. The printer in question worked up until the cyan color indicated too low. Printer then became partially disabled, as its logic is programed to refuse print ability. Purchased new 951 color set, at major retailer which printer refused to reset, but thereafter showed COMPLETELY empty on all three ($75.00 for cartridges). Tried all the steps recommended for reset to no avail. Reinserting used cartridges in hopes of returning to partial empty did not work as it still said all three colors were empty. Program is stuck in closed loop.
Since then, I attempted to return the cartridges but once opened, items are not returnable. Annoyed that the printer has worked perfect up until this issue, and that the software/hardware is designed to disable it's use, I purchased another printer that does not use ink cartridges, and is refillable. Problem solved!
This is where we are at with the decision by manufacturers to sell printers programmed to become disabled on questionable low ink, and ink cannot be replenished by end user without HUGE costs. Sad but true.
