Printhead cleaning does not solve problem with poor print quality

I am not using the printer very often and then get poor print quality which cannot be solved by printhead cleaning . 
New cartridges solve the problem but is too expensive in the long run.
What can I expect from "HP ENVY Photo 7134" and is a laser printer a better solution for non-frequent printing?

Inkjets need to be used at least once every 5-7 days.

A laserjet is a better solution if you do not print often.
