Product: HP Envy 4520
Operating System: macOS 10.14 Mojave

My printer is printing incomplete pages, see picture below. I have taken out the cartridges and unplugged the power cord, waited for 30 seconds.  Plugged back into the wall and inserted cartridges...nothing
I have also done the "Clean Page Smears" and "clean Cartridges"...nothing

I have an almost full color cartridge and the black cartridge has about 30% remaining.

IOS is MAC

HP Recommended

Get a plastic dish and put 1/4" of hot water in it.  
Remove the black cartridge and put the printhead down into the water.  
Soak for five minutes, then remove and clean/dry the contacts with a lint free wipe.  (coffee filter)
Install back in the printer and try printing.

If the results are the same then replace the cartridge.
