We purchased a HP Smart Tank Wireless 455 last week, which I'm now happily using to print some photos from my digital library.
We get a lot of options with regard to printing preferences using our Windows 10 computer and have found that it is easy to print photos borderless on the HP 4*6inch/10*15cm photo paper.
Our other computer is an Acer R13 Chromebook. I managed to get the printer working after downloading "HP Print for Chrome" and installing the printer to Google Cloud Print, but I still get a very limited amount of printing preferences. There is an 4*6inch paper size option, but for some reason I still get a small white border around my photos.
(the same problem exists using my Android phone by the way)
Is there any way or app to have more printer options and print my pictures borderless?

I reviewed your post and I understand that you want to know whether there is any app or any other way to get more options to print borderless.
Don’t worry, I assure you I will try my best to get this sorted.
I would like to inform you that there is no app for printing from Chrome OS or any other option. However, I see that your Chromebook is about to get some improved printing options. The new feature is officially called Native printing and be rolling out to all devices running Chrome OS in the near future.
I recommend you wait for the new update and I am sure it will help.
For the Android phones, I recommend you use the HP smart App and check whether it helps.
