I am an online reseller. The mailing labels I am sent are a PDF . It shows up as a letter size paper with the label taking up only a portion of the page.
If I print a jpeg it gives me the option of a 4' x 6" which I can work with on those labels. But the only way I can get the label to that size is by doing a screenshot on my phone, and cropping it, then printing through the photo print screen. But the quality of the label is not very good and the post office has a hard time scanning it.
Is there a way to crop the PDF so that's it's just the label and not all the blank space around it, and then print at 4" x 6"?

If you own Microsoft Word 2019, 2016, or 2013, then you have a great PDF editor at your disposal.
Just open the PDF as you would any Word document, give the program a few minutes to convert the PDF.
