Whenever I print anything, my LaserJet Pro 200 prints out continuous ink splatter on each page. I try to Clean, so I go to Service, Click Cleaning Page and after a couple seconds, the display says "Cancelling". What to do?

If you are getting a spatter on every page the most common cause is a bad/leaking toner cartridge if the spatter is one of the primary cartridges, or a transfer belt/roller issue if the spatter is muddy. Remove all the toner cartridges and check the bottoms. The blue/green drum unit should be clean and there should be no visible toner falling out. You can lightly tap the cartridge over a piece of paper to confirm toner is not leaking. Cleaning will clean up a small amount of toner clinging to the fuser but cannot deal with a constant leak.

Replaced cartridge and splatter stopped. Thank you. However the other issue persists. (Service -> Cleaning Page -> ...Cancelling). Isn't there suppose to be some type of cleaning taking place when you click on "Cleaning Page"? Instead after 4-5 seconds, it shows "Cancelling" and returns to main screen.
