Setup cartridges missing!? Cannot initialize my printer

I have a 7155 Envy photo printer that I purchased brand new to give to my son. I have the same printer and I didn't set his up for him for a while and ended up using the ink that came with his printer for mine when I needed some for an urgent print job. Now some months later I am trying to set his up for him and I bought new HP 64 carts but it won't initialize without the "setup" carts. I have found lots of other people with the same issue but no answer. Please help!! Thank you.
