As you may know, you can't print using instant ink cartridges unless you are signed up for it. For reasons I won't go into, we have instant ink cartridges and we know how to sign up. However, to get the claim code, you must press cancel and info at the same to to print the the services report. However, this is the only info sheet the printer won't print.
It is connected to the internet, and has paper in it. When those buttons are pressed, a light flashes, but nothing happens, no matter how long you wait. We have tried also printing it using the HP Smart app, and still has the same result. Any ideas?

Have you tried printing anything else and check if it works?
Are you using Instant Ink cartridges in the printer to print? This will work only when the printer is enrolled in Instant Ink.
If the printer is not yet enrolled, you will have to use regular HP inks to print.
Deskjet 2600 printers do not have an ePrint button. Find out if your printer is connected to a wireless network by pressing the Information button to print a page titled “Printer Information Page". This page shows the status of the wireless network connection. Follow the instructions that correspond to your printer's network status:

The printer is already connected to a wireless network:

Press the Information button
and the Cancel button
at the same time to print instructions.

If the printed page does not contain an ePrint address and printer claim code, follow the instructions on the printed page to enable Web Services. After you enable Web Services, a page titled "Congratulations" prints with the ePrint address and printer claim code.

The printer is not connected to a wireless network:
-
Press and hold the Wireless button
for 3 seconds to print the Wireless Quick Start Guide.
- Follow instructions in the guide to connect the printer to your wireless network.
- Press the Information button
and the Cancel button
at the same time to print instructions. If the printed page does not contain an ePrint address and printer claim code, follow the instructions on the printed page to enable Web Services. After you enable Web Services, a page titled "Congratulations" prints with the ePrint address and printer claim code.

If the "Congratulations" page has only an ePrint address (no printer claim code), the printer was previously claimed to another HP Smart account (formerly HP Connected). Print the printer information sheet by pressing the Information button , and locate the printer IP address on the printed page. Enter the printer IP address in a web browser and navigate to the "Web Services" section of the web page. Remove and then re-enable web services. A page titled “Congratulations” prints with your printer claim code.

We are not enrolled, but we are trying to be. We have instant ink cartridges, as this printer used to belong to a family member. We are trying to enroll again, but the web services report won't print so we can be.
If we can't enrol, can you send a link to where we can buy non-instant ink cartridges compatible with HP Deskjet 2620

I understand. You are using old Instant Ink cartridges. It will not work as the printer is currently not enrolled in Instant Ink.
You will have to use regular HP inks to print the claim code and then enroll the printer.
You may purchase replacement cartridges and other supplies from the HP Store or local retailers.
