Why doesn't my new hp deskjet 3760 print photos on A4 up to the edge, or even near on right side.  A 14 mm gap on RHS.

Well, it is the case, though I would consider giving the printer to someone in need of a decent and modest printer rather than tossing it.  Smiling.  In the USA, printers in this category might be considered budget printers - capable but not "everything".

In general, when you search for a printer (to purchase),  the Specifications should be available within the Sales site for that product.  If not, or if you feel the specs might not be complete, look for the product on the support website > open the Product Information category > look for the specifications.  The User Guide is a good resource, too, and the newer ones tend to provide at least the general specifications (what the printer can do).  Next, use the complete name of the printer+"Datasheet" to see if there is a fuller description of the product.

If your budget allows it, consider something in the Officejet Pro category.  These tend to do more and, in the long term, can be worth the extra expense.    Read the available information, of course, to help you decide.

Do consider, too, trying the Photo Creations software.  It is not magic and cannot produce a borderless print on a printer that does not support the feature:  The software can simplify print projects and help the printer provide its best service when printing photos.

See Thread:

Includes Examples of printing photos with "centered" (even) borders.
