Hi
I had a problem with my printer keep saying it was out of paper. I've cleaned the rolls but found a large puddle of ink underneath the printer. I've cleaned it all up and started printing again but it is still leaking out from the bottom of the printer. It's a new cartridge

The answer to your "why" question in the subject line is the likely key to the source of the the problem:
Ink does not just leak out the bottom and form puddles under the printer. Something is broken or perhaps loose.
The cartridge may not be fully installed (not likely since the condition provides its own error message).
The rest of the answer is not something I can tell you - the ink might be leaking from a broken seal, from an area that normally contains "some ink" but has overflowed due to damage, the ink might be forcibly drawn out of the cartridge due to something not working correctly. The cartridge may not be seated correctly in the holder. All of this is wild speculation. I do not know what the inside of the printer is doing...
Adding a new cartridge has provided the means for the problem to continue - the new cartridge itself is not a likely culprit since the behavior is the same as when the old cartridge was in the printer.
If the printer is under hardware warranty, contact HP Support.
