If your HP OfficeJet 3830 All-In-One Printer is displaying a question mark ("?") on its control panel or screen, it could indicate a few different issues:

Ink or Toner Cartridge Issue: A question mark might appear if there's an issue with the ink or toner cartridges. Check the ink or toner levels to ensure they are not low or depleted. If needed, replace any cartridges that are running low or empty.
