Hi @pygmyowl ,
Welcome to The HP Support Community.
Thank you for posting your query, I will be glad to help you.
I understand you are facing an issue with e your HP OfficeJet 4655 All-in-One Printer is experiencing a power-related issue. Here are some steps to troubleshoot and potentially resolve the issue:
1. Check the Power Source:
- Ensure the outlet you’re using is functioning correctly by testing it with another device.
- Avoid using power strips or surge protectors; plug the printer directly into a wall outlet to rule out power issues.
2. Inspect the Power Cord:
- Check the power cord and adapter for visible damage (frays, cuts, or bent prongs).
- Ensure the power cord is securely connected to both the printer and the outlet.
3. Reset the Printer:
- Unplug the power cord from both the printer and the outlet.
- Wait for 60 seconds to discharge any residual power.
- Plug the power cord back into the printer, then into the outlet.
4. Inspect the Power Adapter (if applicable):
- If your printer uses an external power adapter, ensure it is the original one provided by HP.
- Test the adapter with a multimeter to verify it is supplying the correct voltage (as indicated on the adapter label).
5. Examine for Internal Fuse Issues:
- HP printers do not typically have user-replaceable fuses, but a hardware issue inside the printer could cause the symptoms you're describing.
- If the power cord and outlet are not the issue, it’s possible there is a fault in the printer’s internal power supply or motherboard.
6. Test with Another Power Cord (if available):
- If you have access to a compatible power cord (from another HP printer or device), try using it to rule out a cord-related problem.
7. Check for Overheating or Power Surge Damage:
- If the printer was recently exposed to a power surge or overheating, it could have damaged internal components.
I hope this helps.
Take care and have a good day.

I have the same issue. There is a video on YouTube saying that it is a problem of dust getting onto the main board, then over the years becoming compacted and shorting the board, which forces a shutdown.
The solution was to strip it down and clean the main board.
I have no yet proved whether this is true or not..I will at some point in the future have a go at this and will return to let you know. It won't be soon.

I've just taken mine apart and the board does have a few mirky looking areas. I'll clean it and put it all back together when I get a chance.

OK, so I took the main board out and cleaned it, and put all the electics back in place, and after a few false starts it turned on. And it turns on every time now.
it's still in bits but I will put it back together and report back.
But the problem was definately dust on the board.

Back together now and working fine.
The only other thing I did was change the button battery on the board (I can't see how this is relevant to fixing the problem).
However I have noticed that sometimes it still does the quick flash (like when it did not work). I turned the power cable the other way round and everything worked ok - so maybe there is some odd fault in that cable/connection? Don't think so though, as when my machine was broke I messed with this extensively with no luck.
The job is not really that hard. In total took me about 3 hours and I am not skilled in this area.
One tip. When lifting the scanner up and undoing the hook, if you watch the video above you will hear a snap noise. BEWARE there is another, smaller arm a few inches to the left of the big hook that needs unhooking at its top. I made the same mistake and snapped it (but I haven't worked out what it is for).
Good luck.
