I was getting an error message that one or more cartridges are missing or damaged. I replaced the cartridges, and the error message remained. I shut down the printer and unplugged. When restarted, the error message remains.

Thank you for posting your query, I will be glad to help you. 
It sounds frustrating to deal with persistent printer issues. Let's try a few more steps to resolve this:

Check Cartridge Seating:

  • Open the cartridge access door. The carriage should move to the center.
  • Remove all cartridges and gently wiggle them to ensure they are seated correctly.
  • Reinstall the cartridges, making sure any protective tape is removed.

Restart the Printer:

  • Turn off the printer and unplug the power cord from both the printer and the wall outlet.
  • Wait for at least 60 seconds before plugging it back in and turning it on.

Run HP Print and Scan Doctor:

Update Printer Firmware:
