I print a lot of digital scrapbooks and my colors on the monitor do not match what is printed out. I cannot figure out how to change the hue and saturation. HELP!

Printer and monitor used two different methods of creating a visible image on the screen and on paper.
Making them be close to exact you need to have professionally calibrated monitor and professional printer. There is no option on the printer for adjustment, some adjustment can be done in the printer driver.

Apologies for jumping in unannounced.
Printers are both smart and dumb at the same time -- once calibrated to provide the best color settings available using the printer hardware, the printer is dependent on the content sent to it to provide the desired image.
Information
Computer monitors, unlike a printed photograph, provide color "from the back", that is, the color shines through the image and is displayed on the screen. Printed content is reflective, that is, the image reflects off the surface of the paper on which the image is printed.
This is essentially a repeat of the advice from @Valsimot :
Precisely matching the different methods of displaying and then printing the content of a document or photo is not something easily accomplished with home equipment.
What can you do?
As best you can, Calibrate the color on the computer monitor to display colors as accurately as the hardware and software can provide.

If your computer provides Graphics card level calibration, you will likely find the setup / access to the graphics settings on your Desktop:
Example - for a computer supporting certain types of Intel Graphics
Right-Click on a clear area on the Desktop
Select Intel Graphics Settings
Set / Adjust the Color Settings as desired
Save Changes and exit
What else?
Use Photo Editing / Printing software that provides at least the basic tools to change / manage the colors on the image before that image is sent to the printer.

Download, Save, and install:
After the software is installed:
Click Start (windows key) > all apps > scroll the list
Open Category HP
Find the HP Photo Creations application
Right-Click on the application and PIN to Start
Example – One Borderless Image on 4X6 inch photo paper
NOTE: Borderless may -- or may not -- be available on your printer model
Open the software
Quick Prints > 4 X 6 inch Quick Prints > Print my own > Add Photos > Browse >
Click / Select Photo from the folder > Open >
In Section Edit > Click once or twice on the opened photo >
White box opens listing Edit Options:
Select / Edit if / as desired
Print > Adjust Settings and Advanced Settings >
(Under the name of your printer)
Open Printer Settings >
Verify / Adjust setup
- Printing Shortcut > Photo Printing (with or without borders depending on your printer model)
- tab Paper / Quality> Media Type > HP Advanced Photo Paper (or other)
- Advanced> Size of Paper > 4 x 6 inch (10x15 cm)
- Click / Select Borderless Printing ON
- Click OK to close Printer Settings
Click Print

Hi HollyJo.
You may also get better printing results with simple brightening of your image. The Options button in HP Photo Creations opens brightness and contrast controls.
HP Photo Creations also offers hue and saturation controls as part of the Premium Editing Features upgrade. After upgrading, you can click on the Premium button to access the new editing tools.
