What operating system - 32bit or 64 bit? It seems the Deskjet 1220c driver is no longer supplied through Windows update, but it is available from the Windows Update Catalog Site.
If you have the x64 version you will need the file of size 11.6Mb. If you have the x86 (32 bit) version of Windows 10 Home you will need the file that is 11.4Mb.
Download the proper file and save it to a convenient location. You will need to click on the download button on the right side for the proper file. This will open a pop-up window. In the download pop-up window click on the cab file name. This will then open the actual download dialog for your browser.
Once the file has been downloaded extract all files to a temporary directory. Next go to Start, Control Panel, Devices and Printers, Add a Printer, The Printer I want Is not Listed, Add a Local Printer or Network Printer with Manual Settings, Next, select the proper port, Next, Have Disk, Next, Browse to where you extracted the driver, select prnhp001.Inf, select the HP Deskjet 1220c, Next, Next, print a test page, Finish.

What port did you select? For a USB connection the port will typically be USB001: or some similar. I would suggest the following: go to the Devices and Printers folder, right-click on the Deskjet 1220c, Printer Properties, Ports. Click on the highest listed USB00n: port, Apply, OK.
