It really looks like who are experiencing this issue are running older software signed with a certificate that expired today.

Please update your software using HP Easy Start as mentioned above.

1. Download HP Easy Start

2. Follow the prompts for setting up your printer.  When you get to the software download it will show whether the software needs updated or not.  If it does the box next to Printer Essentials will be checked by default and you just need to select the Install button.

The following should not be necessary but if you want to be extra diligent and guarantee a clean new install.

1. Download HP Easy Start

2. Open HP Easy Start and Select the HP Easy Start Menu in the macOS menu bar.  In this menu select Uninstall HP Software.

3.Select Continue to start the Uninstall process

4. Once the uninstall completes.  Select Set Up New Device.

5. Go through the new device setup process by following the prompts.

6. This will lead to the software download/install prompt.

7. Select install and the remaining prompts to finish the process.

Edit:  Systems administrators and those unable to use HP Easy Start can use HP Easy Admin to download the software pkg files directly.

I did all this and error just came back slightly different...  Now just says HPDM.framework will damage your computer instead of hpdevicemonitoring.framework will damage your computer.

Also, I've done malware and antivirus scans that both came back clean.

I managed to get a test page printed by hitting the show in finder button which delayed the window from popping up right away.... but it comes back fast.    I'm going to try uninstalling again and repeating to see what happens....

Sorry my response took so long.  Lots of installing and restarting to test this exact software.

So, using the latest installer package for your printer, I am unable to reproduce the issue.

So, lets try a more manual process.

1. Directly download the software for you printer here.

2. Open System Preferences and select Printers & Scanners

3. Delete your existing print and/or fax queues by selecting the queue and the selecting the "-" button.

- You can even go as far as Resetting The Print System by <control> clicking or <right> clicking on the list of printers and selecting "Reset printing system".  This will delete all queues and do an integrity check on the printing system as a whole.

4. manually delete the hp print software by going to the ~Library/Printers folder and dragging the "hp" folder to the trash

5. Just to make sure everything unloads I recommend rebooting at this point.

6. After the macOS is ready locate the .pkg file you downloaded and double click to open.

7. Follow the prompts to install

8. Open System Preferences and select Printers & Scanners

9. Select the "+" to add the printer again.

10. Test to see if this resolves the issue.

Has anyone tried these steps to know if it solves the issue?  I've had the same thing going on since this afternoon - not going to try to manually do things I don't exactly know how to do until someone else is sure it will actually work. I have uninstalled my printer, tried reinstalling everything.  I get to the point where it says HP Essentials and HP Easy Scan are installed correctly - (nice blue checkmark saying complete).  Easy Scan spins endlessly when I hit continue, I still have the popup that says "HPDM.framework will damage your computer", and now my scanner says the computer is not configured for scanning (HP Office Jet 6970) - and I have no clue how to actually do the configuration if the program won't open that I think I need to do so.  Grrrrr.  The advice above is much appreciated for the one who took the time to share - obviously we all need this resolved.
