I also am having trouble with my HP Deskjet 6940. The power and page feed lights are both blinking. The ink cartridge lights are on, but not flashing. I've turned the printer on and off, unplugged the power for 30 minutes then plugged it in again, moved the carriage, etc. The lights are still flashing.

As I cannot see any condition identical to your descrition I would assume there might be 2 conditions simultanly.
Issue: The Power light and the Resume light blink
Issue: The Power light and one or both of the Print Cartridge status lights are on
Try following both steps, a carriage jam among empty ink cartridge would be quite realistic..
Please follow the suggested steps, I do not suggest spending any money for testing on new cartridges as there might be an hardware problem, try troubleshooting the Carriage Jam scenario first and check if that may goes away..

I've been having the same issue with one of our user's 6940. I finally notice a lose spring underneath the ink carriage. In the picture you will see the spring attached, if it has come lose you have to flip the plastic piece out of its grooves and attach the spring to the hook on the bottom, which is a pain, then flip the plastic piece back down and back into the grooves. It may not be the problem that you are having but it fixed this printer. Ours had done the same thing, had what sounded like a paper jam, but evidentley this spring just popped loose. Good luck!
