Did this start after a paper jam or just suddenly happen? The chip on the cartridge may have failed if this just started happening. If it started after removing a paper jam it is possible that the flag that detects when the cartridge is inserted may be dislodged.

Remove the cartridge and look at the left side of the cartridge cavity. You should see black lever, like the one circled in red. It should move smoothly back and forth and be spring loaded. You access the mechanism from the back for the printer. If it is dislodged it can usually just be reseated.
