I have installed new cartridges, rebooted multiple times and cleaned the head on cartridges and on the printer without success.
Printer is over 10 yrs old. Is it time for a new printer? or can be fixed? Never had any problems before.

This looks like a hardware issue. If you have tried the steps from HP Printer Does not Print and Error Indicates Faulty Ink Cartridge and the issue persists, please reach out to the HP Support in your region regarding the service options for your printer.
If the printer is out of warranty, I suggest you upgrade the printer. You may visit Hp Store to check the available printers.
