No context - that is, we do not know what you are doing, trying to do, what is not working...
For example,
- Is the document set to 100% and you don't want it set that way?
- Is the document something you are viewing on your browser and you cannot find Page Setup to adjust the scale?
- Is the software you are using lack suitable Page Size controls? (For example, some mobile apps are pretty restrictive about "size")

Reinstall / Update your PDF Reader (Adobe Reader DC /Optional Foxit Reader)
- HINT: Watch out for and UNCHECK unwanted extra software
- Adobe Reader DC software should be installed even if you do not open / view / print PDF files directly from the software.
