When printing photos on glossy photo paper, the resulting print comes out wet and spotty with droplets of ink that do not dry. I have tried various settings changes but no improvement. What should I do?

Ideas:
Make sure the printer is "ready to print" - take a look at the Print Quality settings and checkpoints.
Make sure the paper is within the weight class supported in the printer.
Use only high-grade paper in the printer. HP printers are made (for) and tested with HP paper. HP printers can generally use any brand paper as long as that paper is high quality.
Perhaps the photo is trying to print on the "back side of the paper". Make sure the paper is correctly loaded into the tray.

Use an Instant Dry paper, for example, acid-free, no-smudge, durable: HP Advanced Photo Paper
Do not print at "Best" quality, opt instead for "Normal" quality prints.
