I have new ink cartridges as of yesterday, but the issue predates this. I have used all the diagnostic tools. My pictures turn out very dark with lines running through them. Photo paper is not cheap either. Any ideas? Thanks!

@BWJR I appreciate the details, however, I need to know about the print quality & if it works fine while using a copier as inquired previously?
Print a Print Quality Diagnostic Page to identify the print quality issue.
-
Load plain white paper into the tray.
-
On the printer control panel, swipe the display to scroll to Setup, and then touch the Setup icon (
). The Setup menu displays.
-
Swipe the display to scroll to Print Reports, and then touch Print Reports.
-
Touch Print Quality Report. The printer prints a test page.

@BWJR Welcome to HP Community!
There are two possibilities to your concern, it's either a software or a hardware issue depending on certain facts, the first thing we need to know, is the copier working as a stand alone device?
- if yes, this could be a mere software/driver issue and you can follow the below steps:
1.) In Windows, search for and open Programs and features2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose `Delete' or `Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between "printui.exe" and "/s")
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
Then, Click here to access the HP website, find the drivers compatible with your windows and install it.

With that we mean, if you're able to copy well from the Printer? Is the quality only poor with photo printing?
What is the size and which photo paper are you using?
Here is a reference document to help you print photos: https://support.hp.com/in-en/document/c03422222
Let me know if this helps.
