I found a solution online, where you had to go into security settings on the printer and enable it and that worked, can someone explain why this setting was disabled by default? I reset this printer to factory defaults twice and for some reason scanning seems to be disabled by default with no explanation, why?

This is because the preference is given to printing from the Computer/software and the printer's control panel.
