Last week I did a camera scan and neglected to send it to the necessary party, is there a way that I can recover it or find it in my iPhone?

If, when you scanned the content, you were using HP Smart
AND
If, even having not "Shared" (emailed) the content,
You did Save the content during the operation,
Then
Yes, the file is likely on your phone (perhaps in Photos or Files), or maybe in your Cloud Storage.
What?
It is possible to combine scan options -
For example,
Scan > Save > Before exiting go to Share and / or Print > use Shortcuts
General Example - HP Smart - Mobile - Scan - PDF - Options
HP_Smart_Mobile_Printer-Scan_Option_Sets_5
