I recently purchased a Hp Chromebook. I installed the Hp Smart App from the Play store. I signed into my account but all I get is a circle and the screen saying Thank you for your patience. It never seems to open the Hp Smart App.

Don't worry as I'll be glad to help, I understand that you are unable to open HP smart app, to provide an accurate resolution, I need a few more details:
- Have you tried uninstalling the Smart app and reinstalling it from the Google play store?
- Are you able to print from other devices?
Let's try these steps to resolve the issue:

On the Chromebook, click the clock in the bottom right corner, and then click the Settings icon

Scroll to the bottom of the screen, and then click Advanced.

Under Printing, click Printers > Add Printer.

If your printer displays, select it, and then click Add.

If your printer does not display, click Add Manually, and then follow the instructions. For more information, go to Chromebook Help - Set up your printer (in English).
