HP Smart Tank 7602 All-in-One

I have a HP7602 printer.  I am unable to get the fax machine to work.  I have voip for the telephone.  I am able to to get dial tone using my telephone but when I plug that line into the machine it says there is no dial tone and a weak signal.   Any suggestions?
