When i press scan document they ask me to connect to my account. I enter the user name and the past word, then they thank me for waiting. I waited for half and hour nothing happens. I do not come back to hp smart.

Hi,
Thanks for using the HP Support Community. Can we try using the HP FULL software?
Download and install the HP FULL Solution Software for your operating system:
https://support.hp.com/sg-en/drivers/selfservice/swdetails/hp-officejet-3830-all-in-one-printer-seri...
Once you have downloaded and installed the FULL feature software, you will be able to print and scan.
Hope that helps.

I thank you for answering me. But It did not work. The problem began only when they start asking me to login to my account. I am going to ask a reimbersment. I think it is unacceptable to login to an account to use my printer. When I use my car I don't have to login to an account of Toyota.

True, HP Smart requires that the user sign into the application using the user's HP Account credentials.
This change was implemented in HP Smart Windows and HP Smart Mobile applications toward the end of 2020.
True, if HP Smart cannot connect, loading / installing the Full Feature Software won't usually fix the connection issue in the application.
USING the Full Feature Software bypasses the need to use HP Smart.
HP Scan (part of the Full Feature Software) does not require sign-in.
If the connection problem is one that the HP Smart application can fix, it might work to remove the printer from the HP Smart application and "start fresh".
For example,
Open HP Smart Windows
Printer Settings > scroll down
Section Manage
Forget This Printer
OR, if the printer is showing as connected,
Open HP Smart Windows
Right-Click on the name of the connected printer > Forget this printer
Example - HP Smart Windows - Main Menu
HP_Smart_W10_Main_Menu_2
Other login / connection factors might include...
Mesh networks and / or networks that support dual bands / frequencies should be configured so the printer knows / understands how to connect to the network. This is not worth explaining if you are satisfied that the printer is correctly connected and is stable on the network.
The Wireless connection between the printer and the application must be rock-solid. Weak signal strength can impact whether the application can log into your HP Account and / or reach the Cloud (used in "Share").
What else?
There are additional Scan options available in Windows 10 - some of these do require that the Full Feature Software / full driver is (already) installed.
Webscan – located in the Embedded Web Server (EWS) – No additional software
NOTE: Webscan feature is not available on Laser printers
If the printer is on the network,
If the EWS feature is available on your printer,
First Time Use Only: Enable Webscan
- Open your favorite browser > type / enter Printer IP address into URL / Address bar
- Tab Settings > Security > Administrator Settings > Enable >> Check box next to Webscan
- Click Apply to save any changes
Use Webscan
- Open your favorite browser > type / enter Printer IP address into URL / Address bar
- Tab Scan > Webscan
- Set up Webscan the way you want it - for example, set the Source to ADF
- Click Start Scan to scan your document / image using Webscan
- After the scan is complete, Save the scan to your computer.
