I can't figure out how to copy a legal-sized document (8 1/2 X 14) onto 8 1/2 X 11 paper.

Hi,
I afraid that's cannot be done.
Resizing a copy can only be done from the Flatbed Glass and not from the feeder, while the Flatbed glass only supports up to 8.5 x 11.7 inches.
As a workaround, you may scan the page to a PDF file using HP Scan to your computer, be sure to select Legal Size.
Next, open the PDF using Adobe Reader, select Fit to Page, click the Properties button and ensure the paper size is set to print as US Letter.
Click the Yes button to reply that the response was helpful or to say thanks.
