I have the same issue, I ended up scanning through the HP App for desktop app and it worked that way!

The HP App for Desktop app does allow scanning functionality - but it's cumbersome.

 

With the passage of time I'm now running Ventura 13.2.1 - and discovered today that the native scanning platform is working normally. Somewhere, someone fixed it.

Yes, just tried Easy Scan and it is not working.  The Smart App does not have send to.

The Smart App doesn't have send to if you want to send file to desktop.
