Hi,

Thanks for using the HP Support Community.

 

Download HP Smart app from Microsoft store or use the HP FULL software solution:

https://support.hp.com/us-en/drivers/printers

The HP FULL software can be found under "Software Utility"

 

These HP Smart (HP Scan) and FULL software will have the Save as PDF option.
