Don't worry I'd like to help you out. Let me ask you a few questions in order to assist you better.
Did you make any changes to your printer?
Are you using HP smart app to scan to PDF on your PC?
Have you tried scanning from a different application?
Let's continue with the troubleshooting now.
Please try few steps recommended below.
From the printer control panel once you click on scan, by default the file type is selected as JPEG. Touch on the file type and then change it to PDF.
Now, try to scan. Once the first page is scanned, it will ask you to add more pages if needed. Select "Add pages" to add the second page to your scan.
If you are trying to scan to from your PC, you might have to use HP scan and capture app on your PC and check if it helps.

Also, you can try scanning from windows paint app and check if it helps.
Scan documents or photos from your printer to your Windows 10 device. Then save your scans or share them via email or social media.
If you are scanning using HP smart app try the steps recommended below.
Uninstall the smart app from the PC and update the latest version from the windows store.

From the HP Smart app home screen, click the Scan tile.
The Scan window opens.

From the Scan window, change settings such as document type (document or photo), page size, output type, source, resolution, and compression to match the scan job, and then click Scan
.

On the preview screen, click Edit, and then make any changes with the app editing tools, such as crop or rotate. You can also click and hold one of the blue dots to manually adjust the border.

When you complete the edits, click Apply.
The Result window displays any changes to the scan.

From the Result window, you can print, save, share, or add pages to the scan:

Print: Send the scan job to your printer.

Save: The default save location for scanned documents is the Documents folder and the Pictures library for scanned photos. Save the scan in the default location or browse to a different folder.

Share: Send the scan job in an email, share via social media accounts such as Twitter, Facebook, or Instagram, or save the scan in a cloud storage account, such as Box or OneDrive. You can also look for other apps in the Windows Store.

Add a page: Add one or more pages to the current scan job.

After you save or share the scan job, click OK.

Thanks for the attempted help. None of the apps I have tried allow .pdf as a pull-down option: HP Smart, Windows Fax and Scan, Paint. My only choices are .tiff, .png, jpg, bitmap. Linked article does not help.

@JRLClemson, thanks for your quick response again.
As you mentioned you still have issues after trying out the steps.
What is the location path, are you trying to save the scan file?
Try saving the file on the PC to a different path and check if it helps.
Try the steps recommended below and check if it helps.
Turn off Adobe's Protected Mode, go to Edit->Preferences -> General and uncheck Enable Protected Mode at Startup and see if this brings any difference.
Also, uninstall the printer software from the root level on the PC and install the full feature printer software.
In Windows, search for and open Programs and Features.
Select your HP printer.
Select Uninstall.
In Windows, search for and open Devices and Printers.
In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
Open up the run command with the "Windows Key + R" key combo.
Type printui.exe /s and click OK.
Click on Drivers tab.
Look for HP Printer driver. If you see it click on it and click remove at the bottom.
Select OK.
Select Apply and OK on the Print Server Properties windows.
Close Devices and Printers.
