HP Deskjet F2483 scanner does not work Windows 10 LTSC

I don't know why it's not working. It used to be just fine two years ago on the 2014 dated drivers, now it doesn't.
When I'm turning the printer on the scanning head travels about centimeter rigt and then left, from the left side where the buttons placed, doing that several times which causing sort of "error" sound I don't know. Oh and the orange lamp indicator with an exclamation mark blinks for some reason.
I also scanned some documents on this printer just one time, two years ago.
HP Smart and HP Solution Center both asking me to plug this printer in, but its actually plugged and powered.
Don't tell me that the drivers to that machine is not availible due to its age since I know that this is just not true, this printer is in the perfect shape and there might be a simple and little tiny solution to that as it seems to me, thanks. Its really crucial for me.

True, the printer software is not longer available for this model.

Instead, you are directed to load the built-in Windows Print Drivers.

Windows Drivers provide for basic print function (no scan).

The source of the issue might be at least partly related to the hardware.
