I have been scanning using smart app for several months now the system insists I use cloud services and will not load the smart app options, I do not wish to use cloud services, how can I get the app to work without going through the cloud? I am concerned about GDPR.

The HP Smart application (Windows and Mobile) now requires that you sign into the application using your HP Account credentials.
There is no workaround.
HP Smart provides some nice features - its use is not mandatory.
The solution is to not use the application.
What else?
Other scan options are available - none of these are exactly the same as HP Smart.
For example
1. Scan using HP Scan executable
- HP Scan is included in the Full Feature Software
2. Windows Scan – Microsoft Store - Requires Windows 8 or higher
- “Get” the application from the Store > Windows Scan
3. Paint- the Original - Paint (mspaint) can be used to scan.
4. NAPS2– “Not Another PDF Scanner”
- Download-Save-Install > NAPS2
- Not another PDF Scanner – free program scans PDF files and image(s) as .jpeg or PDF file(s).
- Includes an OCR feature – may need Ghostscript add-on (See NAPS2 forum entry)
- Read the Support pages for information
- Download, save, and install the NAPS2 software to use.
5. HP Scan and Capture - Microsoft Store - Requires Windows 8 or higher
- Download-Save-Install HP Scan and Capture

NOTES:
- Website includes the HP Smart software for Windows and Mobile devices, plus an FAQ section to assist with questions / issues
- HP Smart requires that you be signed into the application with your HP Account credentials.

Note: Log into your HP Account if / when you need central access to your device information, including the ability to update your personal information.
Full Feature Software / Full Driver for the printer.
Full Driver / Full Feature Software does not require a sign-in to use the software.
Download - save – run
- Home Page - HP Easy Start >> Open Category Software and Drivers > Topic: Software-Utility > Download and save the current version of the Easy Start wrapper to install your print software
OR
- No Easy Start? Look for and Install the Full Feature Software
Full Feature Software might have been relocated to Product Home > Category Software and Drivers > Subcategory Software-Utility and / or might now be called Print and Scan Driver and Accessories
- Download-and-Save the printer software (Full Feature Software / HP Smart / Easy Start wrapper)
- Right-Click on the downloaded package and "Run as Administrator" to start the installation
- Reminder: If using Easy Start, select the Full Driver
Easy Start... The Journey
About 2/3 of the way through the setup, you will be given the opportunity to select the software - select the "Full Driver" set (as opposed to the basic driver).
You can Skip any suggestion that you add the HP Account – you’ll need the account at some point, but you can skip this suggestion (as many times as it insists it’s a good idea) during the full driver software installation.
Side Bar: HP Smart requires that HP Account sign-in > HP Smart is NOT the same thing as the Full Feature Software / Full Driver.
If you see it, you can skip any suggestion regarding Instant Ink subscription.
