This issue just surfaced. I'm using HP Smart 154.1.1072.0 with my printer HPAE52F7.Ian (HP OfficeJet Pro 8030 series) running Windows 10. Until recently everything worked fine after a scan. When I now edit a scan (using the three-dot icon in the upper right corner of the scan image) and edit the image and select "Done" I am returned to the image main screen but the edit icon has changed from three dots to a "dot-dash-dot" icon and no further editing is possible (clicking on the icon does nothing). If I have a multi-page scan and edit any page, the icon changes (locks) for every page in the scan. This also occurs for edits when the edit is cancelled. The only way to continue editing is to use the "Add" function. After another scan is added to the already scanned images/documents, then the Edit icon returns to three dots and one page can be edited. This is clumsy and extremely annoying. It shouldn't have made a difference but this started happening after installing a new keyboard and mouse.

The most recent version of HP Smart has been exhibiting unwanted behavior for some users -- what you describe is a bit different from what I've read but it might certainly be related.
Issues with HP Smart have been reported to our Community admins.
HP is working on a solution.
For now, and until the application is fixed, perhaps use other methods to scan and edit scanned content.
Yes, I know -- HP Smart tools are easy to use and generally do what they ought.
If you have not done so,
Install the Full Feature Software --
HP Scan handle simple edits.

Use Microsoft Photos to edit and then save or print.
The Editing tools are quite the same as in HP Smart, in fact.

I have the same problem: edit one page of multiple pages scanned, the rest are locked from editing. This has happened multiple times. I will pay closer attention to the steps preceding. I don't scan multiple pages that often but am about to use this function heavily. I have had the problem with both simplex and duplex copying.
I have NOT changed mouse or keyboard. My HP Smart version is 154.2.1075.0, newer than the initial report. However, I had not tried +ADD, thanks for the tip.
My All-in-One printer is an HP Officejet Pro 7740 wide

True - the awaited new / replacement version of HP Smart is now available for installation.
If the new version addresses and fixes all the recent issues, editing should again work as designed.

The option to Import / open individual Saved image files and edit should work in Photos, I think.

Unfortunately, the new update did not fix the problem. After the new update was installed and also after re-installing the printer drivers I scanned again, but the problem is still there. Further, the HP Scan full package (HP Scan and Capture) is no longer available. The glitch is really only a problem with scanning to PDF format. Scanning to a photo format (jpg) is not an issue because there's so much good image handling software available. Not so much for pdf's.

True - HP Scan and Capture was retired in May 2024 - should it still be installed, it might work or might just as easily fail.

From May 1, 2024, the HP Scan and Capture app will no longer be available (retired) in the Microsoft Store and HP will not release any further app updates. Alternatively, you can download HP Smart from the Microsoft Store. For more information on how to set up your printer using the HP Smart app, go to HP printer setup (HP Smart app).

Click New Scan

If new scan,
Select your printer (to scan the content)
Scan the content as .jpg format
Optional - Click to Save
Click to Print
When Print Pictures opens,
Select Destination "Microsoft Print to PDF"
First part - Scan or Open previously scanned content ( for example .jpg / .tif )
Instead of Print to your Printer, Select Print and then continue with next example in Print Pictures

Windows Scan app: In Windows, search for and open the Windows Scan app. If it is not listed, go to Windows Scan (in English) to install it.
NAPS2 -- third party software -- is still around and worth a look if you've not tried it.
- Download-Save-Install > NAPS2
- Not another PDF Scanner – free program scans PDF files and image(s) as .jpeg or PDF file(s).
- Not always simple “Plug and Play”, nonetheless, this free software is powerful and configurable.
- NAPS2 might require that the full driver printer software is installed.

Restart the computer and log in
“Get” a new copy of the HP Smart application from the Microsoft Store

If nothing else works – Consider --
Uninstall the HP Smart app from Windows > Restart the computer and log in
AND
While connected to the same (home / office) network as your computer,
Uninstall the HP Smart app from other device(s) on your network
After the app is removed > Restart the device (for example, iPad, iPhone)
Next,
Repeat for each mobile device where you want to install the HP Smart application:
Install the HP Smart app on the mobile device
Start HP Smart app > Sign into the app > Add printer(s)
Next,
Restart the computer and log in
Install a fresh copy of the HP Smart application for Windows
