HP Smart for Mac

The Scan function in HP Smart usually hangs.  Admittedly this doesn't too much as other ways of scanning do work.

I would recommend you to uninstall and reinstall the HP Smart app.

Try scanning, see if it helps.

After reinstalling HP Smart, only the first scan works.  After that, the 'busy thing' appears and the scan button is greyed out.

Appreciate you trying it. Let us try doing it another way.

1.) Open Finder and click Applications

2.) Move HP Smart App to Trash and clear the Trash.

3.) Open Finder then click Go and Click Home.

4.) Click View then Click Show View Options. Check the box Show Library Folder.

The change is instantaneous and the Library folder will immediately become visible.

5.) Open Library and Open Application Support, move HP Smart folder to Trash and clear the Trash

6.) Download and install the HP Smart App.

Also, check the permissions for the app:

Click Go > Applications > Right click on HP Smart

Select Get info 

Under sharing and permissions, System tab should have both read/write permission

Try scanning and see if that helps.

I did a full reinstall as you said.  System has read/write, wheel and everyone has read permission.
