It is certainly possible that what you write is true.
Printer Software support -- how, whether, and the extent that the software is supported -- is dependent on the printer model as well as the Operating System and version.
If true, full driver software support is not generally "added" for unsupported versions of any Operating System.
That just means that if the full driver printer software is not supported for Windows server 2019, it will not be added at a later date.
