Scanned images are not very sharp

Comparing images that were scanned several years ago with a different scanner,  all of my new scans with the 8710 are less than acceptable.  I do not know how long I've had the problem.

I noticed that the underside of the scanner glass had a hazy film on it such as if it had been exposed to light smoke. I disassembled the printer and scanner assembly and thoroughly cleaned the glass before reassembly. This did not change the quality issue. 

I am using the latest firmware and HP Smart software . 

Needless to say, I looked at all of the scanner settings in the HP Smart software. It is set for a higher resolution than the older better scans and is is also set for no compression.HP8710 not sharpHP8710 not sharpOld image from different scannerOld image from different scanner

The problem persists.

Any thoughts on whether it is a hardware issue  or software/ drivers?
