I need to scan, then enlarge or reduce for printing. How can I resize using the app? I can do it on the printer itself, but I'd like to do it in the app, since the screen is so small.

What is the "app" to which you refer?
There are perhaps a couple of things going on.
I would guess you are scanning using the Full Feature Software to scan - which works, and does provide a rather small window of the scanned data.

Scan the image in as the actual size and save it, you can print that image at the size you want on any supported paper size.
Scanning Options for Windows 8.x
HP Scan and Capture - Microsoft Store (formally Windows Store) - Requires Windows 8 or higher
- Download-Save-Install HP Scan and Capture
Scan and Capture does not "resize" to "larger", though it does (if you ever wanted to do so) allow you to crop the image.
The scan preview is nicely sized, at least, so you can see what is going on.

Printing Options
Once the item is scanned and saved as a .jpg file, you can open the file in any appropriate image viewing / printing software and print the file as you like.
This can be easy or more complicated depending on which software you want to use.
Simple Options include
- Paint (mspaint)

Reminder: Not supported on all printers, where supported, might be supported only on selected paper sizes.

Irfanview provides (free) exceptional software that can be used for a variety of scan and print tasks, including the “Mirror” or horizontal flip function plus several other options not found elsewhere.
- Create a Restore Point (optional, recommended)
- Download the appropriate version (32bit or 64bit) of the program from the Website and install the program
- Additional information at the website, including: FAQ
NOTES
Both 32bit and 64bit versions are available.

How to find Help within the Irfanview software
Once installed, open the software > tab Help
Example help entry:
Vertical/Horizontal Flip
- Click on the Image Menu, then Vertical Flip. The image will turn upside-down. The left/right orientation will stay the same.
- Click on the Image Menu, then Horizontal Flip. The image will turn side-to-side, as in a mirror.
Note: The effect can be used on a smaller portion (rectangle selection) of an image, as well as the entire image.
