How can I scan without ink using the HP Officejet 4632? 

When I select the "Scan Documents or Photos" option and then click "Scan," a window appears saying "Scanner not available."

My opinion based on my own printers over the years...

The device is a printer first that happens to have a hardware copy / scan feature.

Printing uses ink.

Printer must have ink to function -- when the first check detects there is no ink, the printer stops right there until the problem is resolved.
