If the ADF top won't open - and it can be stubborn, requiring a bit of firm but gentle pressure,
Then
I would guess you need to switch OFF the printer,
Wait a few seconds for the printer to completely shut off,
Unplug the printer.
For example, shut off and unplugging the device is necessary to open the top of an OfficeJet Pro 9025 - Admittedly a completely different printer -- the logic used to determine "how things open" might be the same for your model.
