I have tried everything under "How to Scan (Mac)" and nothing works. HP Smart says it can't use my scanner. HP Easy Scan appears to scan, but can't find the file anywhere! Apple Image Capture says it can't find any scanners.

Are you able to print from the MAC?
Do you have any security software(anti-virus) installed on the MAC?
You may check this in System Information > Applications.
Is the printer connected via ethernet or USB?
Check for any software updates on MAC
Click the Apple icon > About This Mac > Software Update and install any available update.

Are you able to print from the MAC?
A Yes
Do you have any security software(anti-virus) installed on the MAC?
A Yes, MalwareBytes
Is the printer connected via ethernet or USB?
A Ethernet
Check for any software updates on MAC
Click the Apple icon > About This Mac > Software Update and install any available update.
A Fully patched.

If you are able to print, it means the connectivity is fine between the devices.
Disable the Malwarebytes software and check if you are able to scan using any of the 3 scanning applications mentioned in the document.
While using the HP Easy Scan app, after you complete a scan, the folder the scans are saved in displays next to the Where or Scan to option, depending on your software. Open the drop-down menu to change the folder.

I have the same issue: M1212nf, Mac with Catalina, connected via Ethernet. I can't scan at all, while printing is fine.
The problem seems to me like a missing scanner driver. None of the three programs recognizes that there is a scanner.
The official HP driver for the M1212nf calls it a printer driver. It does not even mention whether the driver should enable me to scan.

Try making a copy on the printer and check if that works.
Check for any software updates on the MAC
Click the Apple icon > About This Mac > Software Update and install any available update.
The printer driver available on the HP Support site is a full-featured driver that consists of scanning driver.
If you have any anti-virus software installed, deactivate the same and then try again.

Copying works, I just tried
I updated to 10.15.7, which is latest version
There is no Anti-Virus on the Mac.
Still no difference I can't scan because none of the three programs finds a scanner.
My wife can scan using her Win10 Laptop.
