I need to find out how to send / receive faxes using my HP Printer (8620) / computer.  I have a wireless (Cox) phone line.

For sending faxes you can use HP Fax software on your computer, you don't even need a device for sending, but for receiving you need to have an analog telephone line connected to your printer.
