Will this printer scan?  Can it be set up to print everything in "draft quality" or is that a function of the software?

The printer can scan, after you set the printer completely you will have a scan option on your HP Smart. The quality can be changed also in your HP Smart.

Yes, an HP Smart is an app you need to download to your smartphone or your computer to be able to use the printer.

I downloaded the app; however, I can't easily find where to print in draft quality, or how to scan to an email.

You can't scan directly to email, for the print quality check settings on HP Smart.
