I want to scan a 4 x 6 photo resizing it to a 8 x 10 image

According to "Tips for copy and scan success," "To make a large copy of a small original, scan the original into the computer, resize the image in the scanning software, and then print a copy of the enlarged image."

However, I tried everything I could think of: selecting JPEG,  and making changes under "More," input page as 4 x 6 and output as 8 x 10 and 8.5 x 11, etc. I would appreciate any help you can give me, as I still get a 4 x 6 picture.

It clearly says "To make a large copy of a small original, scan the original into the computer, resize the image in the scanning software, and then print a copy of the enlarged image."

That means

(a) Scan the original and save to a computer.

(b) Resize image using editor, normal photo editor should to the job,

(c) Or print to larger size.

Do you have any photo editor on your machine ? Please resize images using that editor. If not, please try the following free software
