Welcome to the HP Community --
Scan at the original size and save is generally supported -
Set the passport photo on the flatbed
Scan using a large enough "scan area" to encompass the content you want to save
Remember to set "Detect borders" so you can adjust the edges, if wanted / needed
Optionally Edit the scanned content (and "Done")
Save scanned photo to your computer

The challenge is printing --
Simple print apps and software do not always include printing in the size you expect or need.
Paint (Windows) can do this but you do have to calculate the percentage of the print output based on the original size of the photo.
Decent photo editing and print software can print your photo in whatever size you want, including tiny passport photo -- and the software does the necessary calculations.
