At least in the case of Instant Ink and SmartFirend service, and possibly for HP+, a credit card is required.

Care Pack contracts are extended Warranty contracts and do require the service package to be purchased.

 HP Mobile Fax

The service has been stuck / looped / provided as part of a never ending trial for a few years now.

There has been a hint that the "trial" period for any one account is limited to a couple of years.

There is no "cancel" because there is no actual contact.

Just stop using the service.

If the HP Mobile Fax service ever morphs into an actual subscription model, you will be notified that should you wish to continue using the service that you have the opportunity to sign up for a plan.  AT THAT POINT, you would be given the choice to join or ignore the offer.  Ignoring = "No thank you".
