I cannot fix this for you - I can provide some places to check / adjust the setup.
It might just be that Auto-Answer was accidentally switched off.
Reference: User Guide Page 68
Considerations and Places to Look (might not be all inclusive):
Section: Text error messages > No Answer
Section: Cannot receive faxes
Not likely since you can send a fax
- The two-wire phone cord might need to be replaced.
- The phone line might have passed the threshold for "noisy" line.

If you decide to reinstall the printer software:
The full driver software for this printer is older (last released 2015) - it might still be compatible with the latest versions of Windows 10.
Uninstall the existing printer software from Programs and Features
Restart the computer and log in
Download and save the Full Feature Software
HP Officejet 5600 All-in-One Printer series Full Feature Software and Drivers
- Navigate to the folder in which you saved the software installation package (likely Downloads)
- Right-Click on the downloaded package and "Run as Administrator" to start the installation
- Reminder: If using Easy Start, select the Full Driver
- After the software is installed, Restart the computer and log in
