If you have a computer failure as I did and have to try to install drivers for the J4580, you will find them not on HP nor as a Windows built in driver. HOWEVER, should you have the original installation CD you can make the original installation run by allowing the computer to Troubleshoot Compatibility and then test it. It will work. This will not revive solution center which is dead as a doornail since Flash is dead. It will allow to get downloadable scanner software from HP and from the Microsoft Store to work. It will allow you to print your documents.

Let's try to do a root uninstall and reinstall of the software:
Unplug any USB cable, if any, before doing this.
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Open up the run command with the "Windows key + R" key combo
14.) Type c:/programdata and click Ok. Go to Hewlett Packard folder, remove any printer related folders & files.
15.) Restart the computer.

Your advice is not helpful as a built in driver is not available in Windows and the driver download page offers only the advice to use the (nonexistent) built in driver.
The only hope I had was to try to reinstall the original CD software under compatibility settings. When this is done, the original software installs correctly. It allows the scanner and printer to function. The original software does not seem to use Flash but left to its own devices the program may try to install and update. This I will not allow. It may be that Photosmart may be the software that uses Flash. It is not necessary to print and scan.
