I am trying to make a copy fit the entire page. Print to page is not filling the entire page. Tried to enlarge and it will not center the picture on the paper

Are you using Copy at the printer control panel?
If yes, then the Resize options are relatively static.
Fit to Page option will try to fit the content onto the paper without having to crop or remove parts of the content.
True - Fit to Page can result in margins on one side or the other.
True -
- During Scan or Print actions, Borderless, Crop, Fit / Shrink to Fit options are printer model and app / software dependent.
- If the shape of the content does not fit the shape of the paper, the content must be edited to fit, the shape of the paper or use Crop / Shrink to Fit to force the non-conforming shape of the image onto the shape of the paper.

If your printer supports Borderless,
If you want a true Borderless print of your data,
Use a scan application or program to scan and then save the data as an image for printing.
Examples - Scan Apps / Software
- HP Scan (part of the Full Feature Software)
- HP Scan and Capture App (requires the installation of the Full Feature Software to support app options)
- HP Smart (Windows) - Note: App can Scan > Edit > Crop > Print, Save, Share
- Windows Scan
Example - HP Scan > Scan content and Save
Open HP Scan
Select to Save as JPEG
Page Size = "Detect Photos" (as available)
Scan the content.
Save the scanned content.
Example - HP Scan > Save as JPEG - Main Menu > More > Sub-Menus

Next,
If data was saved after scan (app / program dependent) > Open the saved file in an appropriate application or program.
Print the content in the size you want.
