I scanned 15 pages on printer and it does not allow me to save as a PDF file. Only option was jpeg and it created a file for each page. I need to send these pages as one file if possible.
Any help is greatly appreciated.

Easy and quick (at least in Windows)
HP Smart Application - Windows / Mobile
Open HP Smart > Scan > Import the first Image / Photo file
When the file opens, Click "Full" > Apply to capture the entire image
Click +Add to add your next image file >
Find and Select the file > Import > "Full" > Apply to capture the entire image
Repeat ...
When done adding
Select the option to Save
Click on the File name to edit the name and make it easier to find / remember.
Make sure the File Type is selected as Basic PDF in the drop down menu
Leave the Compression as "None" or "Medium"
Click to Save
Next
Select a Folder destination
Click to Save the now combined file

Other options...
Having scanned the pages as JPEG does leave you with a pile of image files.
One thing you could do is to open a blank Word document and Insert one photo file after another into the Word document.
(Remember not to use Copy / Paste as it can futz with the size and placement of the image files.)
Assuming the document is not larger than can be sent my your email and that the recipient can open and read a Word document, simply email the document to whomever you want to receive it.
If emailing the Word document won't be satisfactory for any reason,
After you have saved the document in Word format to protect the original file,
Export the document to PDF format and save as PDF.
Email the PDF file to your recipient(s).
Send yourself a CC copy to make sure you have a record of the task.

If you wish to scan content at the printer - using the printer control panel, then it's best to install the Full Feature Software on the computer before scanning. Doing so provides the foundation needed to support scan operations started at the printer.

The installation of the full driver adds at least two shortcuts to the Desktop:

If you are using Webscan via your Browser, you need not install any extra software installed on the computer -- it is necessary to enable Webscan at first use and then adjust the Webscan defaults as needed for the current job. For example, if you want to scan a document, select the PDF option.
Webscan – located in the Embedded Web Server (EWS) – No additional software
This option requires a network connection and EWS

Use the HP printer Embedded Web Server (EWS)
NOTE: Find printer IP address

NOTE: Webscan feature is not available on Laser printers
If the printer is on the network,
If the EWS feature is available on your printer,
First Time Use Only: Enable Webscan
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Settings > Security > Administrator Settings > Enable >> Check box next to Webscan
Click Apply to save any changes
Use Webscan
Open your Browser > Type / enter the Printer IP address into URL / Address bar
Tab Scan > Webscan
Set up Webscan the way you want it - for example, set the Source to ADF
Click Start Scan to scan your document / image using Webscan
After the scan is complete, Save the scan to your computer.

Install the printer software and then use HP Scan to scan the pages into a single file.
Reminder: This printer scans single sided -- installing the printer software and using HP Scan provides a means to stack the document in the ADF > Scan > flip and reload ADF > Scan the second side and auto-reorder the pages.

Thanks Dragon-Fur for the wealth of information. I used Smart Scan to rescan the documents to PDF and all worked well. Initially, I used a different HP program which did not allow PDF or multiple page documents. My bad.
